I am totally against building in this park but overall it will never be a successful proposal because the location is wrong. It will destroy a much-loved riverside space, and the project itself will be compromised by the constraints which come with trying to shoehorn a tourist venue into a park. 

2  Are there any aspects of the current design you would like to see improved?

Put the learning centre elsewhere (IWM?, Marble Arch?) and reduce the memorial to a scale that's in line with the existing memorials in the park.   

3  At the next public exhibition what would you like more information on?

  • I would like more information on the process that led to Victoria Tower Gardens being chosen, and to see the report which was presented to David Cameron.

  • I would like to know on what commercial terms the land will be used for this purpose. Will there be one-off or ongoing payments to DCMS or Royal Parks, by the Non-Departmental Government Body responsible for operating the venue?

  • I would like to know what additional costs are likely to accrue to Westminster Council, and to The Royal Parks for cleaning, traffic management, maintenance etc., and will these be repaid from the operating costs?

  • I would like to know if all operational costs are expected to be funded from charitable donations. If not, where will the balance come from? What assurances can and will be given regarding operational funding arrangements, prior to the request for planning permission. What contingency plans will be put in place to cover a shortfall in funding for operational costs, if and when the project is up and running? 

  • I would like to know how much of the £100m project cost is expected to be spent before breaking ground.

  • I would like to know whether MHCLG will seek planning permission prior to the £50m matchfunding having been committed and independently verified. 

  • I would like to know how taxpayer funds will be protected. If, for any reason, the project cannot be seen through to completion, will taxpayer and donor funding be equally at risk?  

  • I would like to see an overview of the learning centre topics and contents, with an indication of how these will complement, rather than duplicate or cannibalise, the exhibitions at IWM and the Wiener Library. 

  • I would like to understand how the Non-Departmental Government Body will be constituted. Will it have charitable status? Will it be independently audited? What will be its lines of accountability and reporting. 

  • I would like to know how you will define and measure the success of this project. 

  • I would like to know how you will evacuate visitors to the learning centre, if there is a security incident at the top of the staircases.

  • I would like to know if there is adequate toilet provision for the expected number of visitors, including disabled toilets. What calculation has been used. 

  • I would like to know what remit the venue's security staff will have with regard to areas of the park outside the learning centre and plaza.
